Blake Lively looked preppy and sexy in a striped buttoned down shirt and white mini skirt over the weekend.  What I love about this color blue is that it looks good on most every skin tone and works with every hair color.  Adding a long belly-button-grazing necklace adds a dressed-up touch while still looking laid back.
